A tier-one global bank is seeking a Lead Technical Program Manager to lead complex enterprise technology initiatives and strategic transformation programs across the organization. This role is responsible for driving delivery of large-scale technical programs, coordinating cross-functional teams, and ensuring successful execution of mission-critical technology solutions.

The Lead Technical Program Manager will serve as a strategic partner to technology and business stakeholders, managing program governance, execution planning, risk mitigation, and stakeholder communications across highly complex enterprise environments. The ideal candidate will bring strong technical acumen, enterprise delivery expertise, and the ability to influence teams across distributed organizations.


Key Responsibilities:

  • Lead and manage large-scale enterprise technology programs from initiation through delivery and operational transition
  • Coordinate across multiple technology teams, business stakeholders, vendors, and enterprise partners to ensure alignment and execution success
  • Develop and maintain comprehensive program plans including:
    • Scope management
    • Timelines and milestones
    • Resource planning
    • Risk and dependency management
    • Budget oversight
  • Drive strategic decision-making and resolve complex technical, operational, and organizational challenges
  • Establish and monitor KPIs and performance metrics to measure program effectiveness and delivery outcomes
  • Facilitate communication and reporting between engineering teams, business stakeholders, and senior leadership
  • Identify program dependencies, delivery risks, and operational issues while developing mitigation and escalation strategies
  • Ensure alignment with enterprise architecture standards, governance frameworks, and delivery best practices
  • Manage vendor relationships and third-party technology integrations where applicable
  • Champion Agile methodologies, DevOps practices, and continuous improvement initiatives across delivery organizations
  • Promote execution discipline, accountability, and operational transparency across programs

Required Qualifications:

  • Bachelor’s degree in Computer Science, Engineering, or related technical field
  • 8+ years of experience in Technical Program Management or related enterprise technology leadership roles
  • Proven track record successfully delivering large-scale, enterprise-wide technology programs
  • Strong understanding of software development lifecycle (SDLC), enterprise delivery frameworks, and modern engineering practices
  • Experience managing distributed delivery teams across multiple locations and functions
  • Strong stakeholder management, executive communication, and influencing skills
  • Ability to navigate complex matrixed organizations and drive alignment without direct authority
  • Strong analytical, organizational, and problem-solving capabilities
  • Experience with enterprise program management tools, reporting frameworks, and governance methodologies
  • Ability to manage competing priorities in fast-paced, high-visibility environments

Technical Skills:

  • Deep understanding of cloud technologies and modern application architectures
  • Familiarity with Agile delivery methodologies and DevOps practices
  • Knowledge of enterprise integration patterns, distributed systems, and platform architectures
  • Experience leveraging data-driven decision-making and performance metrics reporting
  • Understanding of enterprise technology ecosystems and scalable delivery models

Preferred Qualifications:

  • PMP, PgMP, or equivalent project/program management certification
  • Experience within banking, financial services, or highly regulated environments
  • Experience supporting enterprise modernization, cloud transformation, or digital delivery initiatives
  • Familiarity with enterprise governance, operational resiliency, and risk management frameworks
  • Experience coordinating large cross-functional technology transformation efforts
