A major Japanese global bank is seeking a highly experienced, execution-oriented Project Management Executive Director to lead strategic program and portfolio delivery across the Markets Technology organization.

This role is accountable for driving the successful execution of a complex book of work spanning Front Office, Middle Office, Back Office, Risk, Finance, Regulatory, Data, Infrastructure, and Enterprise Technology initiatives supporting the Markets business globally.

The Executive Director will oversee a portfolio of transformation programs, regulatory initiatives, technology modernization efforts, and business-driven change programs. This individual will be responsible for ensuring delivery excellence through strong governance, financial discipline, stakeholder management, and execution oversight across multiple concurrent initiatives and workstreams.

The ideal candidate brings extensive experience leading large-scale technology portfolios within capital markets, operating effectively across global organizations, and delivering measurable business outcomes through disciplined program management and execution.

Role Objectives

Portfolio Leadership & Delivery Execution

Own end-to-end delivery governance across the Markets Technology portfolio, ensuring alignment to business priorities, target architecture, regulatory commitments, and strategic objectives. Establish and maintain an integrated portfolio roadmap covering initiatives, dependencies, milestones, resource requirements, and business outcomes. Drive delivery against scope, schedule, budget, quality, and value realization targets. Ensure risks, issues, assumptions, and dependencies are proactively identified, managed, and escalated. Create transparency into portfolio health, capacity, delivery performance, and financials.

Planning, Governance & Financial Oversight

Establish and lead robust governance forums, including executive steering committees, portfolio review boards, and operating reviews. Drive financial management and accountability across the Markets Technology portfolio, including:

• Budget vs. actuals vs. forecast
• RTB vs. CTB investment tracking
• Forecasting, burn rate, and run rate management
• Estimate-at-Completion (EAC) tracking
• Vendor and contractor financial oversight
• Benefits realization and value tracking

Develop executive-level reporting and dashboards to support decision-making and prioritization.

Portfolio Management & Prioritization

Partner with Technology and Business leadership to prioritize demand against available capacity. Drive portfolio planning, quarterly reviews, and investment decision-making processes. Ensure portfolio resources are aligned to strategic priorities and regulatory commitments. Maintain visibility into cross-program dependencies, resource constraints, and delivery risks. Implement and continuously improve portfolio management best practices, methodologies, and tooling.

Business & Stakeholder Engagement

Act as a trusted partner to Markets business leaders, Technology executives, and global stakeholders. Translate strategic business objectives into executable delivery plans. Build strong relationships across Front Office, Operations, Risk, Finance, Compliance, and Technology organizations. Drive alignment, transparency, and communication at all levels of the organization. Prepare and present executive materials, portfolio status updates, and strategic recommendations to senior leadership.

Global Delivery & Team Leadership

Lead geographically distributed teams across the US, EMEA, APAC, and India. Drive consistency in execution, governance standards, reporting, and delivery practices across regions. Foster accountability within a highly matrixed environment spanning multiple technology and business organizations. Manage relationships with external vendors, consulting partners, and strategic service providers.

Operational Excellence & Transformation

Drive continuous improvement in delivery practices, governance frameworks, and operational processes. Champion Agile, Lean, and modern product delivery methodologies where appropriate. Support technology modernization initiatives, cloud migrations, platform rationalization, and operational efficiency programs. Ensure solutions align with target operating model objectives, regulatory expectations, resiliency requirements, and control frameworks.

Qualifications And Skills

• 15+ years of experience leading large-scale technology programs, portfolios, or PMO organizations within financial services
• Deep understanding of capital markets and investment banking technology environments
• Proven experience managing complex portfolios across Front Office, Middle Office, Back Office, Risk, Finance, Regulatory, and Data domains
• Strong portfolio governance, financial management, budgeting, forecasting, and investment management experience
• Demonstrated success delivering enterprise-scale transformation initiatives
• Experience managing globally distributed teams and complex stakeholder environments
• Strong executive presence with the ability to communicate effectively with senior management and executive leadership
• Outstanding organizational, analytical, problem-solving, and decision-making capabilities

Preferred Qualifications

• Expertise with Agile, Scrum, Kanban, SAFe, or hybrid delivery methodologies
• Experience implementing portfolio management, capacity planning, and investment governance frameworks
• Working knowledge of Jira, Portfolio Management tools, and executive reporting platforms
• Experience managing technology modernization, cloud migration, data transformation, or platform replacement initiatives
• PMP, PgMP, PMI-ACP, SAFe, or equivalent certification preferred
