A tier-one global bank is seeking a Lead Technical Program Manager with expertise in Organizational Change Management to lead enterprise transformation initiatives and drive successful adoption of strategic technology and operational changes.

This role combines deep technical program management expertise with organizational change leadership to support complex enterprise initiatives involving system implementations, platform modernization, process transformation, and organizational evolution. The successful candidate will partner closely with business leaders, technology teams, operations organizations, and executive stakeholders to ensure seamless execution and sustainable adoption across the enterprise.

The ideal candidate will bring strong experience leading large-scale transformation programs within highly matrixed and regulated environments while applying structured change management methodologies to drive measurable business outcomes.


Key Responsibilities:

Enterprise Program Leadership

  • Lead end-to-end technical program management for enterprise-wide transformation initiatives involving technology, operations, and organizational change
  • Drive strategic programs from planning through implementation, stabilization, and operational adoption
  • Ensure alignment between business objectives, technical delivery, and organizational readiness activities

Organizational Change Management

  • Develop and execute comprehensive organizational change management strategies supporting enterprise transformation initiatives
  • Design and implement:
    • Stakeholder engagement plans
    • Executive communications
    • Training and enablement programs
    • Adoption and readiness frameworks
  • Assess organizational change readiness and identify risks that may impact implementation success
  • Drive user adoption and minimize operational disruption associated with new systems, processes, and organizational structures

Cross-Functional Stakeholder Engagement

  • Partner with stakeholders across:
    • Business units
    • Technology organizations
    • Operations teams
    • Compliance and governance groups
  • Facilitate workshops, strategic planning sessions, and executive working groups to drive alignment and decision-making
  • Influence stakeholders across matrixed organizations while building consensus and maintaining execution momentum

Program Planning & Governance

  • Manage program timelines, dependencies, budgets, resources, and delivery milestones across multiple workstreams
  • Establish governance frameworks, reporting structures, and escalation protocols aligned with enterprise standards
  • Monitor and report on:
    • Program performance
    • Adoption metrics
    • Business impact
    • Change effectiveness indicators
  • Ensure adherence to enterprise delivery methodologies and governance practices

Transformation & Continuous Improvement

  • Support enterprise modernization initiatives involving:
    • System implementations
    • Platform migrations
    • Workforce transformation
    • Operational redesign
  • Drive continuous improvement initiatives that enhance organizational effectiveness, operational efficiency, and delivery maturity
  • Promote best practices across program management and organizational change disciplines

Leadership & Team Development

  • Coach and mentor team members on organizational change management methodologies and program delivery best practices
  • Foster a collaborative, transformation-focused, and execution-oriented culture across delivery teams

Required Qualifications:

  • 8+ years of experience in:
    • Technical Program Management
    • Organizational Change Management
    • Enterprise Transformation
  • Proven track record leading large-scale transformation programs within complex, matrixed organizations
  • Strong expertise in change management methodologies including:
    • Prosci
    • ADKAR
    • Kotter
    • Similar frameworks
  • Experience managing technical programs involving:
    • System implementations
    • Platform modernization
    • Enterprise migrations
    • Operational transformation initiatives
  • Excellent stakeholder management, executive communication, and influencing capabilities
  • Ability to drive consensus and influence without direct authority
  • Strong analytical, organizational, and problem-solving skills
  • Experience with:
    • Agile methodologies
    • Waterfall delivery frameworks
    • Hybrid program management approaches
  • Bachelor’s degree required; advanced degree preferred

Preferred Qualifications:

  • Change management certification such as:
    • Prosci
    • CMI
    • Equivalent certifications
  • Experience within financial services or other highly regulated industries
  • PMP, PgMP, or equivalent project/program management certification
  • Experience supporting:
    • Organizational design initiatives
    • Workforce transformation programs
    • Enterprise adoption strategies
  • Familiarity with learning management systems and enterprise training delivery platforms
  • Experience supporting executive-level transformation governance and enterprise PMO functions
