A tier-one global bank is seeking a Principal Technical Program Manager to join its technology organization and lead the delivery of complex, enterprise-scale technology initiatives.

This senior leadership role is responsible for driving strategic technical programs across multiple business units and engineering organizations while ensuring alignment with enterprise architecture, operational objectives, and business priorities. The Principal Technical Program Manager will partner closely with engineering leaders, architects, product owners, operations teams, and executive stakeholders to execute high-impact initiatives that support digital transformation, platform modernization, and enterprise scalability.

The ideal candidate will bring deep expertise in technical program management, enterprise technology delivery, and cross-functional leadership within large and highly regulated environments.


Key Responsibilities:

Enterprise Technical Program Leadership

  • Lead end-to-end delivery of large-scale, complex technical programs spanning multiple engineering teams, business units, and enterprise platforms
  • Drive execution of strategic technology initiatives aligned with business goals, enterprise architecture, and operational priorities
  • Define program vision, strategy, roadmaps, milestones, and success metrics to support enterprise transformation objectives

Program Planning & Execution

  • Develop and maintain comprehensive program plans including:
    • Scope management
    • Timeline and milestone tracking
    • Resource coordination
    • Risk and dependency management
    • Governance frameworks
  • Coordinate execution across multiple workstreams and distributed delivery teams
  • Ensure successful delivery of enterprise technology initiatives within scope, timeline, and quality expectations

Technical Leadership & Architecture Alignment

  • Partner with engineering leaders, architects, and technical teams to drive:
    • Technical decision-making
    • Architectural alignment
    • Platform scalability
    • Operational resiliency
  • Participate in technical discussions and strategic planning activities related to enterprise systems, integrations, and modernization efforts
  • Ensure solutions adhere to enterprise standards, controls, security requirements, and regulatory obligations

Cross-Functional Collaboration

  • Facilitate collaboration and communication across:
    • Engineering organizations
    • Product teams
    • Operations groups
    • Business stakeholders
    • Vendors and third-party partners
  • Build strong relationships across matrixed organizations and influence stakeholders at all levels
  • Support executive-level decision-making through clear communication, reporting, and governance oversight

Risk Management & Governance

  • Identify, assess, and mitigate program risks, issues, dependencies, and operational challenges proactively
  • Establish and maintain governance frameworks, reporting mechanisms, and stakeholder communication plans
  • Ensure compliance with enterprise governance standards and regulatory requirements throughout the program lifecycle

Operational Excellence & Team Development

  • Drive continuous improvement initiatives related to:
    • Program management methodologies
    • Delivery execution
    • Governance maturity
    • Operational efficiency
  • Mentor and guide program managers and delivery team members
  • Promote best practices across enterprise technical program management disciplines

Vendor & External Partner Management

  • Manage vendor relationships and third-party integrations supporting enterprise technology initiatives
  • Coordinate external delivery partners to ensure alignment with organizational objectives and enterprise standards

Required Qualifications:

  • Bachelor’s degree in Computer Science, Engineering, or related technical field
  • 10+ years of experience in:
    • Technical Program Management
    • Enterprise Technology Delivery
    • Related technical leadership roles
  • Proven track record successfully delivering large-scale, complex technology programs within enterprise environments
  • Deep understanding of:
    • Software development lifecycle (SDLC)
    • Modern engineering practices
    • Enterprise technology delivery models
  • Strong technical acumen with ability to engage effectively in:
    • Architectural discussions
    • Platform strategy conversations
    • Enterprise technology planning
  • Excellent stakeholder management and executive communication skills
  • Experience with:
    • Agile methodologies
    • Scrum frameworks
    • Enterprise program management methodologies
  • Strong analytical, organizational, and problem-solving capabilities
  • Ability to navigate ambiguity and drive clarity within complex organizational environments
  • PMP, PgMP, or equivalent certification preferred

Preferred Qualifications:

  • Experience within financial services, banking, or other highly regulated industries
